Supervisor Thomas Wood opened the meeting with the Pledge of Allegiance

at 7:00 p.m.

 

Roll call: Ruth Drumm, Town Clerk, called the roll.Supervisor Thomas Wood- present, Councilman Fred Drumm- present, Councilman Charles Hanehan- present, Councilwoman Betty Koval � present, Councilman Michael McLoughlin � absent

Also present: Sherry Doubleday, Chris Chase, and Nancy Bambara

 

New business:

Proof of Legal Notice by newspaper on September 27, 2006, having been furnished the Public Hearing on Mass Gathering Permit #3 � October 7, 2006 & Mass Gathering Permit #4 � October 28 & 29 was opened by Supervisor Thomas Wood at 7:02 p.m. No one came forward and the public hearing was closed at 7:03 p.m. on a motion by Supervisor Thomas Wood and seconded by Councilman Fred Drumm.Supervisor Thomas Wood � aye, Councilman Fred Drumm � aye, Councilman Charles Hanehan � aye, Councilwoman Betty Koval � aye, Councilman Michael McLoughlin � absentCarried 4 � 0

 

Chris Chase, Director, explained to the board the measures that have been taken to ensure the safety of the rowers and spectators.

 

The following Resolution #06-100 Mass Gathering Permit #3 � Regatta 10/07/2006 was introduced by Councilman Charles Hanehan, seconded by���������������� Councilwoman Betty Koval, and carried 4 � 0: Supervisor Thomas Wood � aye, Councilman Fred Drumm � aye, Councilman Charles Hanehan � aye, Councilwoman Betty Koval � aye, Councilman Michael McLoughlin � absent

 

WHEREAS, the Town Board of the Town of Saratoga has received and reviewedthe application for a Mass Gathering Permit by the Saratoga Rowing Association for a Rowing Regatta as follows:

Rowing Regatta � Tail of the Fish, on Saturday, October 7th at Fish Creek, Saratoga Lake with approximately 350 to 550 people attending; and

WHEREAS, the required information has been submitted, as required by Local Law #2 of 2006, reviewed and deemed satisfactory, and

WHEREAS, the Town Board of the Town of Saratoga has held a public hearing on October 5, 2006 for input by interested persons, and

WHEREAS, the event is desirable for the town, therefore be it,

RESOLVED, by the Town Board of the Town of Saratoga that the permit is granted conditional upon the Town of Saratoga receiving a Certificate of Insurance for the above event naming the Town of Saratoga as additional insured in the amount of $2 million, at least 5 business days prior to the event, and that the event is found to be in compliance with the NYS Department of Health regulations of Chapter 1, Title 10, Part 18 by the NYS DOH when required, and further be it,

RESOLVED, by the Town Board of the Town of Saratoga to return within 30 days following the event a portion of the application fee after expenses for the legal advertising, insurance, and any other costs incurred in the review and overseeing of the event.

WHEREAS, the required information has been submitted, as required by Local Law #2 of 2006, reviewed and deemed satisfactory, and

WHEREAS, the Town Board of the Town of Saratoga has held a public hearing on October 5, 2006 for inputby interested persons, and

WHEREAS, the event is desirable for the town, therefore be it,
